Legislative Documents Relating HB 5155

URGENT ACTION NEEDED 

HB 5155 will be heard by the Joint Environment Committee THIS Friday, February 20th. It is of the utmost importance that we get messages into the committee urging them to oppose this bill.

While HB 5155 aims to “modernize” pesticide reporting and recordkeeping, it creates uncertainty and unnecessary problems for licensed applicators.

Unclear Scope: Which products must be reported? Restricted-use only—or all general-use pesticides, seeds, and consumer products? Licensed professionals could face unfair enforcement while non-licensed use is unchecked.

Duplicative Reporting: Pesticide use and sales are already tracked under federal (FIFRA) and state law. This bill risks adding paperwork without meaningful benefits.

Public Disclosure Risks: Raw application data could be misinterpreted or misused, causing public alarm targeting applicators.

Administrative Burden: Current recordkeeping systems are sufficient. HB 5155 would significantly increase time, cost, and compliance risk.

Insufficient Funding: $100,000 is far too little for long-term implementation, cybersecurity, training, and updates.

No Stakeholder Collaboration: Licensed applicators were not consulted—modernization in reporting works best when regulators and industry professionals collaborate.

ENVIRONMENT COMMITTEE

FRIDAY, FEBRUARY 20, 2026

The Environment Committee will hold a public hearing on Friday, February 20, 2026 at 11:00 A.M. in Room 2B of the LOB and via Zoom.  The public hearing can be viewed via YouTube Live.  In addition, the public hearing may be recorded and broadcast live on CT-N.com.   Individuals who wish to testify must register using the On-line Testimony Registration Form.  The registration form must contain the name of the person who will be testifying.   A unique email address must be provided for each person registered to speak.  Registration will close on Thursday, February 19, 2026 at 3:00 P.M.  Speaker order of approved registrants will be listed in a randomized order and posted on the Environment Committee website on Thursday, February 19, 2026 at 6:00 P.M. under Public Hearing Testimony.  If you do not have internet access, you may provide testimony via telephone.  To register to testify by phone, call the Phone Registrant Line at (860) 240-0431 to leave your contact information.  Please submit written testimony using the On-line Testimony Submission Form.   The Committee requests that testimony be limited to matters related to the items on the Agenda.  The first hour of the hearing is reserved for Legislators.  Speakers will be limited to three minutes of testimony.  The Committee encourages witnesses to submit a written statement and to condense oral testimony to a summary of that statement.  All public hearing testimony, written and spoken, is public information.  As such, it will be made available on the CGA website and indexed by internet search engines.
